Breasts are beautiful. (Well, they can be. There are some hideous boobs out there, sadly.) So when a celebrity (like Janet Jackson during the Super Bowl halftime show) is publicly photographed with one boob clearly exposing a nipple -- it's big news. Huge. We eat that shit up, apparently.
